The main difference is liquidity. Euros and dollars are mass-market currencies in Moldova: a steady flow of exchange, banks always hold stock. The Romanian leu is a currency with a clear but narrow client segment:

Not every branch handles RON. Even at a big bank some branches may not carry stock.
RON rates at banks refresh less often. Sometimes once a day in the morning.

Banks with active Romania operations. The ones with lots of corporate clients dealing with Romanian counterparties. They carry a large RON stock and balance it actively.
Banks with branches or partners in Romania. Direct access to the Romanian RON market is an advantage.
Banks working with Moldovan students in Romania. Through transfers and student services they keep a RON "pipeline" running.
Large universal banks. Less specialised but, thanks to volume and presence — a stable rate.

Sometimes the best move on RON is not to buy any. A few scenarios where exchanging for Romanian lei in Moldova stops being worth it:
Your card works in Romania. If your card doesn't have a brutal foreign-transaction fee — you can cover all expenses in Romania directly. No RON in your wallet needed.
Direct exchange in Bucharest. Take EUR and exchange at the first bank past the border. The rate there is naturally better.
RON arrives via SWIFT. No cash operation at all, everything through the app.
A small amount (up to 200 RON). The overhead of exchange eats the benefit. Easier to spend than exchange, or leave for next time.
Regular trips. If you go to Romania every 2–3 months — a multi-currency card with a RON account settles the question.
If you live in Moldova and regularly exchange RON, it's worth building a habit:
Don't exchange "straight off the bus". After a trip to Bucharest you're tired and rushed — a bad time for comparison. Hold the RON a couple of days, exchange at your own pace.
Don't buy RON two weeks before a trip. The rate may shift. Buy 1–2 days before, or right before the trip.
Have your "go-to" RON bank. Where they know the terms, the teller is convenient, and the rate is consistently decent.
Store RON between trips separately. Polymer banknotes survive for years without losing quality — you can keep a "reserve".
Don't forget the change. RON coins are rarely exchanged in Moldova — some points don't deal with monedă. If you have coins left — spend them in Romania.

On 700 RON the bank-to-bank difference is usually small in money terms (10–30 MDL), but the call is still useful to confirm there's RON at the counter.
You're getting ready for a trip. You need 2,000 RON.
Sometimes it's better not to buy RON in Chisinau and buy in Romania instead — the spread there is naturally tighter. That works if you have a working card or you're bringing EUR/USD to exchange at the first bank past the border.
If your RON flow is regular (student, freelancer), it's worth considering alternatives:
A RON card. If your bank offers a multi-currency card with RON support — spend directly with it in Romania. No two exchanges.
Regular SWIFT transfer. If you earn in RON, you can set up a regular transfer to a Moldovan RON account and convert at the bank's internal rate.

For big Chisinau banks — yes, that's a tight spread. 0.20–0.30 is mid. 0.40+ is wide.
No. Choice there is even narrower than in Chisinau. It only makes sense the other way round — if you live in Balti.
More often — in Romania, when you can. Romanian banks naturally have a tighter RON spread.

Demand for the Romanian leu in Moldova isn't even across the year:
September — October. Academic year in Romania. Students head back to Bucharest, Iasi, Cluj — they need RON. RON purchases in Chisinau go up.
December — January. Holidays, family visits. Both ways — exchange in both directions.
Summer. Tourism. Moldovans travel to Romania for holidays, Romanians to Moldova. High RON exchange flow.
February — March, May — June. Relatively low season for RON.
In peak periods banks hold more RON and sometimes offer slightly better rates because of competition. In low season the spread widens.
If your business or freelance work is tied to Romanian clients, RON becomes a regular currency. Things to know:
Opening a RON account at a Moldovan bank. Not every bank offers one, and terms differ where they do. Check before opening: fees, minimum amounts, the option of non-cash conversion.
Receiving SWIFT transfers in RON. Regular inflows are easy to hold on the account and convert as needed.
Using payment systems (Wise, Revolut). Handy for small amounts. For large ones — SWIFT is more reliable.
Tax aspects. RON income in Moldova is taxed under Moldovan rules after conversion to MDL. Specific rates and procedure — through an accountant.
The RON/EUR cross-rate at the bank. Often better than a double conversion through MDL.
For regular operations the bank's individual terms are negotiable — a business always has more bargaining chips than a one-off client.

For small amounts the difference is minor; for large ones it's worth comparing and definitely calling the bank before you go.
